The Wheat Quarter has a long and complicated planning history. The site was acquired by leading developer IJM Land in December 2023, with fresh plans drawn up for the redevelopment of the site. Following  public consultation events held in October 2024 on the revised proposals, a new planning application has now been submitted to Welwyn Hatfield Borough Council.

IJM UK submit planning application for Wheat Quarter

Specialist property developer IJM Land with Treble Eight Group has submitted a planning application to Welwyn Hatfield Borough Council for the redevelopment of the site known as The Wheat Quarter on Hyde Way, Welwyn Garden City.

This submission is the culmination of almost a years’ worth of discussions with Council officers, Councillors, stakeholders and the local community. Proposals for the site include:

  • Silos repurposed to deliver a sky bar and restaurant, together with competitive leisure space on the ground floor (potential uses including a climbing wall, sky diving experience, zip wires and bouldering for all ages)
  • Boiler House and Grain Store to be transformed, to create a food and beverage area including tap room and retail, with the surrounding public realm for community and pop-up events.
  • 579 homes
    • 133 two, three and four bedroom houses with private gardens;
    • 141 retirement living homes
    • 305 flats for rent with associated amenities including co-working space, gym and lounge.
  •  180 room Apart-Hotel with integrated café
  • Improvements to the pedestrian footbridge from the station – including a new lift, new stairs and retail unit
  • Over 6 acres of public open space

A spokesman from IJM Land said:

“When we showed our proposals at the public consultation in October, hundreds of residents came to meet us and we received a clear message:

“Please deliver as quickly as possible. We are extremely excited with our proposed scheme and look forward to starting construction works and delivering for Welwyn Garden City community”.

A representative from the Welwyn Garden City Business Improvement District said:

"It is very exciting times ahead and we envisage this being a huge benefit for the town centre".

Public consultation & Next steps

The plans presented during the public consultation period in October 2024 are available to view here.

These plans were reviewed following feedback received from the community, ahead of the submission of a planning application in February 2025.

The submitted plans have now been validated and can be viewed on Welwyn Hatfield Borough Council’s planning portal, under reference 6/2025/0321/MAJ. The council is now carrying out their own statutory consultation on the submitted plans.
